Halestar's Principals
Kevin Dowd - Principal

One of Halestar's founders, Mr. Dowd has a degree in mathematics. He has worked as an electrical engineer, a nuclear engineer, a published expert in super computing, a published expert in networking technologies and groundbreaker in artificial intelligence. He has grown and sold businesses. Mr. Dowd has been personally responsible for millions in annual sales, multi-million dollar vendor/reseller relationships. He can work effectively from senior executive level to technical level.

In the network security business, Mr. Dowd has been the principal designer of many highly available network security architectures for companies in the fortune 100. He has presented as an expert witness for the social security administration and other government agencies. Mr. Dowd has been a SANS instructor and guest speaker for numerous events. He's published multiple times on topics of network technology, security and computing technology. Mr. Dowd, in hired engagements, has compromised networks as part of security assessments with a high success rate. Mr. Dowd continues to perform assessments and consultations in the biotech industry and beyond.

Eric (Rick) Romkey - Principal

With over ten years dedicated to Internet security, and thirteen in Internet technologies, Mr. Romkey is a recognized industry professional and one of Halestar's founders. Mr. Romkey has designed and implemented a variety of security solutions throughout North America, Europe, the Middle East and Asia Pacific. He has also been engaged as an expert witness representing security expertise and opinion. Mr. Romkey has served as a technical and business advisor to several key security manufacturers over the past several years including Check Point Software Technologies and Nokia Business Solutions.

Mr. Romkey received a bachelors degree in computing science from Dalhousie University in Halifax, Nova Scotia. In 1994 he co-founded Atlantic Computing Technology Corporation - a business dedicated to Internet security and emerging Internet technologies. In the spring of 2000, Atlantic was acquired by the Articon-Integralis group. Mr. Romkey assumed the role of Director of North American Operations for the group and was responsible for 48 employees including an industry-best technical support group, a dedicated managed services team, and a team of professional services engineers. He now is a senior principal with Halestar, LLC where he assumes both a technical and business operations role.

Doug Maxwell - Senior Technologist

Mr. Maxwell joins Halestar as their senior technical engineer. With over 12 years dedicated to Internet Security, as well as 3 years as a Connecticut State Trooper, including a stint with their Cyber Crimes Unit, Mr. Maxwell brings tremendous technical depth to the group.

Mr. Maxwell holds a BS in Computer Science from UMASS Amherst, and has done software development and network consulting for the past ten years. For the past 6 years he was the senior security engineer at Integralis USA where he first supervised their support group, then spearheaded and grew their Network Assessments practice. Mr. Maxwell was also founder of Turing Labs -- an organization dedicated to providing Open Source solutions for commercial clients. He has edited or co-authored several books on the subject of firewalls and network security and has regularly presented to the Greater Hartford GNU/Linux Users' Group.
